Help me find these old movies

Movie #1: I watched it a few times when I was little (1980's). All I remember about the film was that the main characters were mostly children, I remember there was a young girl who was operating a kissing booth (possibly at a fair) and there was a young boy being bullied by other children - they chased him down, dumped him in a trash can and pulled down his pants and (I think) wrote on his butt with lipstick. LOL

I have no idea why I only remember those things (maybe they slightly traumatized me). I've been in a recent kick of wanting to re-visit the old movies I used to watch as a child.

Movie #2: Also watched it in the 1980's or early 1990's. My mom only let me watch the very first few minutes or so. So I've been curious ever since. In the first few scenes there were some boys sitting at the breakfast table and one boy was having lots of trouble drinking his big glass of milk... and he was spilling it on the table. The parent was getting very angry.
